
The testing of knowledge of Ukrainian statehood history, scheduled by the Commission on July 4, 2025, as part of the qualification examination for candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court, will be held from July 15 to July 24, 2025, in two venues:
1) the premises of the High Qualification Commission of Judges of Ukraine at 9 Henerala Shapovala Street, Kyiv.

2) the premises of the Faculty of Economics, Taras Shevchenko National University of Kyiv, at 90A Vasylkivska Street, Kyiv.

The duration of the examination on the history of Ukrainian statehood is 40 minutes (maximum score – 40).
A test participant is considered to have failed the examination if the score is less than 65 percent of the maximum possible score for the test (i.e., less than 26 points).
Participants who score at least 65 percent of the maximum possible score (i.e., 26 points or more) will be admitted to the second stage of the examination (testing of general knowledge in the field of law and knowledge of the relevant court specialisation), with no more than 7,200 candidates for judicial positions and serving judges.
It is planned that the Commission will consider the admission of candidates for judicial positions and serving judges to the second stage of the examination on July 25, 2025.

In a case of discrepancy between the participant’s surname specified in the list, in particular, due to its change, it is necessary to immediately notify the Commission by phone (044) 233-63-85 and bring a document certifying the relevant change to the test.
The test of knowledge of the history of Ukrainian statehood will be conducted using computer technology.
The test will be administered by authorised officials.
During the examination, authorised officials will make announcements regarding the test procedure and the order of movement in the examination room. Please listen carefully to the announcements and follow the instructions.
Examination schedule:
08:00 – doors will open for the first group of participants to enter the examination room;
08:00 – 09:00 – registration of the first group of participants;
09:00 – 09:10 – announcement of the testing rules and instruction on how to use the information system used for the examination;
09:10 – 09:50 – examination taking;
09:50 – 10:00 – recording of test results.
10:00 – 11:00 – registration of participants in the second group of examinees;
11:00 – 11:10 – announcement of the rules for taking the test and instruction on how to use the information system used for the examination;
11:10 – 11:50 – examination taking;
11:50 – 12:00 – recording of test results.
13:00 – 14:00 – registration of participants in the third group of examinees;
14:00 – 14:10 – announcement of the rules for taking the test and instruction on how to use the information system used for the examination;
14:10 – 14:50 – examination taking;
14:50 – 15:00 – recording of test results.
15:00 – 16:00 – registration of participants in the fourth group of examinees;

Participants are requested to arrive for registration in advance!
Before entering the examination room, participants must turn off their mobile phones and other electronic devices used for recording, playing back, receiving, and transmitting information.
To enter the examination room and register, participants must present their Ukrainian passport (in hard copy).
Without a Ukrainian passport (in hard copy), participants will not be admitted to the examination room!
During registration for the examination, the following will be carried out, in particular:
1) the participant will choose a workstation for taking the test from among the printed and randomly hidden options placed in front of the participant;
2) the participant will choose an individual code (login) for taking the test from among the printed and randomly hidden options placed in front of the participant;
3) issuance of an individual participant card for taking the qualification examination;
4) issuance of general rules for taking the test (a sample of the rules can be found at this link).
5) issuance of a bag for storing personal belongings that are prohibited for use during examination.
The workstation and individual code selected by the participant during registration are indicated on the participant’s individual examination card.
The individual card issued during registration constitutes the sole document enabling the participant to access their anonymised results for each stage of the qualification examination.
Keep your individual card until the Commission determines the overall results of the qualification examination (after decryption)!
Participants admitted to the next stages of the qualification examination must have with them the individual card issued during registration for the first stage.
Entry to the testing room will be granted upon presentation of an individual card and a Ukrainian passport (in hard copy).
At the entrance to the examination room, as well as at the request of an authorised official, the participant must present their individual examination card and Ukrainian passport (in hard copy). Participants are not allowed to move around the room without these documents.
Immediately after being admitted to the examination room, the participant must take their seat and remain there at all times. From that moment until the examination results are recorded, participants are not allowed to move around the room without the permission and accompaniment of an authorised official, or to go outside, including to smoke.
A bag for storing personal belongings that are prohibited during the examination must be kept closed near the participant’s workstation. Participants are not allowed to use pens, pencils, blank sheets of paper, notebooks, etc.
During the examination on the history of Ukrainian statehood, participants will not be provided with water. Placing your own bottle of water or medication (if necessary) on the workstation is permitted.
After the authorised official announces the start of the examination, participants may leave the room to use the restroom in exceptional cases, with the permission and accompaniment of the authorised official.
If it is necessary to contact the authorised official during the examination, in particular to notify the official of the candidate’s intention to go to the restroom, the candidate must remain at the workstation, raise their hand, and wait for the authorised official without disturbing other participants.
Participants will be allowed to leave for the restroom one at a time. The next participant may leave for the restroom after the preceding participant has returned.
If a participant is late for the examination, the candidate has the right to register and take the examination within the time allotted for it. No additional time will be provided in such cases.
A participant has the right to refuse to take the qualification examination, in particular due to health reasons, which shall be recorded in a corresponding document. After signing the document of refusal to take the qualification examination, such a participant must immediately leave the examination room accompanied by an authorised official.
Please note that in case of refusal to take the test on the history of Ukrainian statehood, in particular due to health reasons, the participant is considered to have failed the qualification examination (stage).
After the time allotted for the examination has elapsed, the participant must remain at their workstation and wait for an authorised official to record the score on the classroom record sheet. The participant must confirm the accuracy of the score recorded by the authorised official with their own signature. The participant may leave their workstation and the examination room only after completing these actions.
If circumstances arise that, in the participant’s opinion, prevent the candidate from taking the examination and/or accidentally cause the candidate to perform incorrect actions with the computer equipment, such a participant must raise their hand, inform the authorised official, and wait for instructions on how to proceed.
Examination rules
During the examination, the participant has the right to:
1. Proper and safe conditions.
2. Polite and impartial treatment.
3. Water and medication on the workstation.
4. Take the examination within the time allotted for it.
5. Early completion of the test, but no later than 15 minutes before its completion.
6. Refusal to take the examination, in particular due to health reasons.
During the examination, participants are prohibited from:
1. Taking the examination in outer clothing and headgear.
2. Communicate in any form with other participants, in particular after registering for the examination, receive information or material media from them or transfer it to them.
3. Disturb other participants while they are taking the examination.
4. Take the test on behalf of another participant.
5. Cheat, including copying from another participant.
6. Leave the workstation and the examination room without permission and without being accompanied by an authorised official.
7. Bring dangerous objects and substances that may pose a threat to the life and health of others into the examination room.
During the examination, participants are required to:
1. Maintain discipline and follow the generally accepted rules of conduct.
2. Turn off all electronic devices (mobile phones, electronic watches, devices for reading, processing, storing, reproducing, and receiving/transmitting information, as well as individual components that may be part of them (Bluetooth headsets, headphones, etc.).
3. Place any paper sources of information (including notes), electronic devices, and other personal belongings in a special bag provided by the Commission.
4. Place their Ukrainian passport and individual examination card at their workstation.
5. Take the examination at the workstation allocated to the candidate.
6. Take the test independently.
7. Follow the instructions and requirements of authorised officials.
Features of taking the examination
To take the test, the participant will be provided with:
1) a workstation (table and chair);
2) a bag for personal belongings;
3) a computer.
There are 40 questions in the test on the history of Ukrainian statehood.
Each question has four answer options, only one of which is correct.

The basic test questions on the history of Ukrainian statehood (with correct answers) for the qualification examination for candidates for judicial positions in local courts and for serving judges seeking transfer to another local court are published in advance on the Commission’s official website under the heading “Examination on the History of Ukrainian Statehood” in the “Preparation for the Qualification Examination” section of the “Selection of Candidates for Judicial Positions” section.
Methodology for calculating the test score:
1) correct answer to one test question – 1 point;
2) incorrect answer to one test question – 0 points;
3) no answer to one test question – 0 points;
4) all points are summed.
The examination results are displayed in the information system used by the Commission for the purposes of the qualification examination immediately after it has been taken.
Strict adherence to the rules for taking the examination is the responsibility of the participant. Ignorance of these rules does not exempt the candidate from responsibility related to participation in the qualification examination. Any violation of the examination rules by a participant will be recorded in the minutes, which may be grounds for the Commission to decide that the participant has failed the examination!
