
Please be informed, that on March 12, 2025, the High Qualification Commission of Judges of Ukraine adopted a decision to approve the decoded results of the practical assignment performed by the competition participants on February 24–25, 2025, to determine the general results of the first stage of the qualification evaluation “Passing the Qualification Exam”, admission to the second stage of the qualification evaluation “Dossier Study and Interview” within the framework of the competition for vacant positions of judges in administrative courts of appeal announced by the Commission’s decision of September 14, 2023 № 94/zp-23 (as amended).

Within the framework of the competition announced by the Commission’s decision № 94/zp-23 dated September 14, 2023 (as amended), 67 candidates for the position of a judge of the administrative court of appeal who successfully passed the qualification exam were admitted to the second stage of the qualification evaluation “Dossier Study and Interview” (the list is available at the link in Ukrainian).
During the second and third quarters of 2025, the Commission will conduct interviews based on the results of the dossier study during the qualification evaluation of candidates for the positions of judges of administrative courts of appeal.
The order of the interviews will be determined based on the scores received by the candidates for the qualification exam from lower to higher and in compliance with the equal distribution of the workload of each member of the Commission who prepares for the consideration and reports on the case.
Please note, that in order to conduct a special check, candidates for the positions of judges of administrative courts of appeal must submit the following documents to the Commission by March 19, 2025 (inclusive):
- written consent to conduct a special check in the form according to Annex 1 to the Procedure for conducting a special check of persons applying for positions, that involve taking responsible or particularly responsible positions and positions with high corruption risk, approved by the Resolution of the Cabinet of Ministers of Ukraine №171 dated March 25, 2015 (as amended);
- an autobiography as of the date of consent for a special check, created in electronic form, printed, and personally signed, containing, in particular, the following information: surname, first name, and patronymic (if available); date and place of birth; citizenship (including citizenship (subject status) of a foreign state(s)); documents granting the applicant the right to permanent residence in foreign states (if available), as well as the fact of submitting documents necessary for obtaining citizenship (subject status) of a foreign state(s); education (name of the higher education institution (or other educational institution), year of admission and graduation, diploma details, obtained educational qualification level (degree), specialty, qualification, academic degree); access to state secrets and any previous revocation of such access due to violations of legislation on state secrets (or denial of access); the candidate’s military service status (conscript, reservist, or military service obligation); completion of military service (if applicable) and/or registration in the military records of conscripts; last place of employment (service) and position held.
- a certificate of preliminary, periodic and extraordinary psychiatric examination in the form of primary accounting documentation № 100-2/о;
- a certificate of access to state secrets (if any), drawn up in the form prescribed by the legislation on state secrets;
- an application provided for in part one of Article 6 of the Law of Ukraine “On Purification of Power”;
- a copy of the declaration of a person authorised to perform the functions of the state or local self-government for 2024.
