On September 07, 2023, the Chairman of the High Qualification Commission of Judges of Ukraine Roman Ihnatov, Deputy Chairman Ruslan Sydorovych and Commission member Vitalii Gatseliuk met with the Country Manager of the European Union “Pravo-Justice” Project Oksana Tsymbrivska.
The event was also attended by the Project’s chief national experts on judicial reform, Olha Sribniak and Volodymyr Chaban.
During the event, the Memorandum on Cooperation was signed between the High Qualification Commission of Judges of Ukraine and the European Union “Pravo-Justice” Project.
The document provides for cooperation to consolidate efforts aimed at ensuring fair, high-quality and transparent procedures for selecting candidates for appointment as judges, special training of candidates for the position of a judge and qualification evaluation of judges.
In particular, the Project’s joint activities with the Commission will cover the following key areas:
- Development and improvement of legal acts regulating the procedures for selecting candidates for the position of a judge; qualification evaluation of judges; formation and maintenance of judicial dossiers (dossiers of candidates for the position of a judge); special training of candidates for the position of a judge.
- Developing and improving regulations that define the procedure and methodology for judicial evaluation and self-evaluation.
- Ensuring the necessary conditions for the launch of the Public Integrity Council.
- Exchange of information on best international practices and development of international cooperation of the High Qualification Commission of Judges of Ukraine.
The Chairman of the HQCJ thanked his colleagues from the EU “Pravo-Justice” Project for their active cooperation and emphasized the importance of constant dialogue.
As a reminder, on August 31, 2023, the first organizational meeting of the Public Integrity Council was held, which was established to assist the High Qualification Commission of Judges of Ukraine in determining the eligibility of a judge (a judicial candidate) in terms of the criteria of professional ethics and integrity for the purpose of qualification evaluation.
